If he is not the property owner he has no say so. He has no say so on the sidewalk and the roadside grass. I would have called the city clerk's office and gotten their permission to finish the cleanup. Most city's have a 6 inch grass height ordinance that is enforceable by their code enforcement or police department. Plus a rule for property owners to keep the sidewalks clear of debris. Even towns under 300 population have those ordinances. I know the city would allow you to clean the lot up for free. The above is probably why the old guy didn't call the police.
